Domestic production of certified seed

Morocco must achieve a high degree of autonomy for seed production and reduce its dependency towards foreign countries in this field.
So far the local production of certified seed remained insignificant in relation to market requirements. Instead, growers prefer using imported seeds as it would offer a guarantee of productivity.
Yet, Morocco has significant potential to produce enough volume and achieve a degree of autonomy in potato seeds production.
For that, the most important thing is to:
- Select a geographical area where climatic conditions (cold, snow) create a crawlspace for a culture without risk of outbreaks of insects (aphids) vectors of viruses. These mountain areas should have available land , water and human resources of a certain level
- Work to establish a contractual incentive policy to promote a profession of multipliers producing seed potato like what is done for cereals.
- Successful seed multiplication by the vitro-plants technique and for varieties that have felt the public domain and that are still cultivated in our country (Desirée, Spunta ....)
Attempts of seed production from this technique have not received enough support from the government to enable them to overcome some of the constraints inherent to the startup phase. If these attempts are successful, we will have taken a major step in securing our needs in potato seeds.
These are the outlines of what could be a national policy for local certified potato seed production?
The Morocco benefit from implementing such a policy would do to reduce the heavy bill paid in hard currency to import more 40.000T potato seeds.
